Abstract

Social understanding between the government and the nation means mutual understanding and recognition of the rights and demands of the government and the nation from each other.This causes them to understand the existence of different realities, compromise on their demands and prevent the gap between them.The present research aims to identify the nature and reasons for social consensus between the government and the people and its functions in reducing the tendency towards committing crimes.The method of this study is descriptive-analytical and its subject area is the social understanding of the government and the nation in Iran. In this research, it has been determined that the discourse of social understanding between the government and the nation is actually a type of synergy that has been able to help reduce crime and achieve lasting peace by presenting a model of positive and constructive interaction between the government and the nation and promises new advantages.Therefore, the idea of ​​social understanding of the state and the nation provides a dynamic concept to reduce the tendency to commit crime; So that by recognizing the contradiction and conflict, it tries to eliminate or solve these issues. In this regard, legalism, social security, social belonging, political participation and institutional trust are well-known functions that play a role in reducing crime tendencies.
